Dan Cooper

Daniel B. Cooper is managing member of the Law Offices of Kenneth S. Cooper, having joined the practice as a full-time attorney in 2013 after working as a legal assistant in the practice since 2010. Daniel attained his law degree from the Temple University Beasley School of Law in 2013 and is a 2010 graduate of the Pennsylvania State University, where he attained a bachelor's degree in psychology. Both at Temple and at Penn State, Daniel earned Dean's List honors.

I was referred to Daniel Cooper after my son's IEP was denied because he reportedly didn't need special education classes.

Judy Baskin

Judy Baskin joined the Law Offices of Kenneth S. Cooper as a full-time attorney in 2017. Judy earned her J.D. from the University of Puget Sound School of Law (now Seattle University) in 1985. From 1986 until July 2006, Judy was a public defender in Seattle, Washington, handling Dependency, Juvenile and Felony cases. In August 2006, Judy returned to the Philadelphia area, joining The Defender Association where she served as a Child Advocate. In September 2009, Judy joined the School District of Philadelphia's legal department, serving as an Assistant General Counsel in the special education unit until joining the Law Offices of Kenneth S. Cooper.

Kenneth S. Cooper

Kenneth founded the Law Offices of Kenneth S. Cooper in 2010 following eight years working as an Assistant General Counsel in the special education unit at the School District of Philadelphia. Prior to joining the School District of Philadelphia, Kenneth maintained a general solo practice for over 15 years. Kenneth received his law degree from Temple University and his bachelor's degree from Drexel University.

Kenneth S. Cooper has twice successfully represented my son involving the liability of the School District of Philadelphia.

After Mr. Kenneth Cooper got involved matters were addressed the right way and my son was evaluated, diagnosed properly and given an IEP. My son also received compensatory education damages both times Mr. Cooper got involved.

Emma Pajer

Emma Pajer joined the Law Offices of Kenneth S. Cooper as a full-time attorney in September 2021. She earned her JD from Temple University and her BA from Wellesley College. Prior to joining the firm, Emma was a Judicial Law Clerk in Philadelphia Family Court. Before attending law school, Emma worked in a Special Education High School in New Jersey where she developed her passion for serving students with special needs.

Araesia King

Araesia King joined the Law Offices of Kenneth S. Cooper as a full-time attorney in 2022. She graduated cum laude from Temple Univeristy Beasley School of Law with her JD in 2021. At Temple, she was the Training and Advocacy Director for the School Discipline Advocacy Service (SDAS), an organization that trains law students to advocate for Philadelphia K-12 students in school disciplinary proceedings. Before attending law school, Araesia served as an AmeriCorps member with City Year in her hometown of Columbia, South Carolina where she worked closely with students to help them achieve their academic goals.

Christopher E. Paddock

Chris Paddock joined the Law Offices of Kenneth S. Cooper as a full-time attorney in 2022. Previously, he spent 9 years as a litigator in New York and Pennsylvania. He has successfully represented individuals who have been harmed, and is dedicated to protecting the rights of school students and their parents. He received his JD from the City University of New York School of Law and his BS from Marist College, with honors.

Madison Cooper

Madison Cooper joined the Law Offices of Kenneth S. Cooper as a full-time attorney in 2023. In 2022, Madison graduated cum laude from the University of South Carolina School of Law with a concentration in Children’s Law. She found her passion for helping K-12 students while working as a student attorney in her law school’s Education Rights Clinic. Prior to law school, Madison studied Political Science at Temple University and volunteered with Big Brother/Big Sisters of America in a School District of Philadelphia elementary school.

Megan Williams

Megan Williams joined the Law Offices of Kenneth S. Cooper as a full-time attorney in 2024. She has over a decade of litigation and negotiation skills garnered through her role as a public defender in Philadelphia. She is dedicated to providing the highest standard of representation, ensuring unwavering commitment to safeguarding the rights of individuals. Kim Bourassa
